I had to pay 2.5% duty on the purchase price of my 1970 TR6 PI which I
imported from NB in March. Canada may exempt something this old going the
other way, but U.S. customs charged me.

In Canada if you buy a car from the states that is over 25 years old. You
pay no duty. I think the same applies to the states as well. You should
call
your customs agency and ask about that.
A friend bought a frame from the states and they wanted to charge him duty
on it. He complained and said that the part was from a 1970 car. He didn't
pay duty on it. You may be able to do the same.
