TR3 ;thrust washer question

While assembling the crankshaft to the block, we experienced no crankshaft
end float.  We used the standard thrust washers, not oversize.  One manual
illustrated reducing thickness with emery cloth.  Should this need to be
done on standard size?  How do you determine equal size top and bottom?
