Use Westleys Whitewall Cleaner (available Wallmart, Kmart, etc.) in
automotive cleaner section. Spray it on a dry tire, wait a couple of
minutes and hose it off. Occasionally, you'll have to use a brush on
stubborn marks, but otherwise it does a great job.
I use a little armorall on the black part of the tire to really make the it
look good!
