That may be a "risk management" thing. Brand-new (v. smooth) rotors will
sometimes squeak. Turned rotors do not. So to avoid call-backs where the
proud new owner is complaining about squeaky discs, might as well break
the 'glazed' surface & be done with it.
It's a nice idea, but IMO not necessary.
