Actually, after pondering this for a while, I'm wondering if the flap wasn't
supposed to be secured to the INSIDE of the windshield top rail, with
another set of fasteners installed along the inside of the rail.  This would
give the weatherproofing effect that Fred refers to.  Any thoughts on this?
