Yes, the springs are stiffened by about the same percent as the amount you
remove.

Almost. One other thing you need to do: the ends of the springs were ground
flat, so you will need to do the same in order for them to fit as well as they
did from the factory.

Yes, use a cut-off tool in a grinder, rather than a torch, to cut them. The
heat from the torch can remove the temper around the cut, making the springs
softer in that area, somewhat defeating your purpose.
