If you look closely you will probably find that the springs are of
different sizes.  The function is not to return the weights to the
stops, but to control the rate of advance.  Each weight uses a spring
with a different spring constant to achieve the proper advance curve.
If you are really concerned, take your distributor to a shop that
recurves distributors and have them put yours back to original
specifications.
