Before disassembling the head (which isn't all that hard, I just had mine 
apart last month), try switching the wires so that the RH turn signals are 
connected to the LH switch connection.

There are 4 wires, in a harness, that run from the head down the inside of 
the column, out the end of the steering box, and up to the area just behind 
the horn on the driver's side. The heavy (brown with black, I think) wire 
is the horn.  The wire to the RH lamps is green with red, and goes into a 
4-way connector, with one wire running back forward to the turn signals. 
 The wire to the LH lamps is green with white (I think), and also goes into 
a 4-way connector.  The wire to the flasher is green with brown, and goes 
into a 2-way connector.

Once you've identified the wires, disconnect the RH lamp wire from the 
4-way connector, and connect the LH lamp wire to the RH 4-way connector. 
 Now try setting the TS switch to the LH position (ign on).  If the RH 
lights don't flash, the problem has to be in either the wires to the head, 
or the head itself.  If they do, then the problem is in the wires to the 
lamps, or the lamps.
