Paul,
The sleeve has to slide back to cover the bypass hole when the
thermostat gets hot. This blocks the coolant by-pass and forces
all the water to the radiator for maximum cooling. Put the
Thermostat in a pot of boiling water and see how it works. Once
you've seen it move, you'll have a better understanding of the
system and will know how to install it, now and in the future.
