Move to BC. ICBC does a fine job of this. I'm in the process of
applying for collector plates and the annual premium will be about $162
(that's about five bucks American) with my full safe driving discount.
Also, no emissions testing required.
BTW, there's an amendment in the works for BC's Aircare program. Cars
later than '92 will only have to be tested every other year because the
government now acknowledges that they really don't pollute very
much...but the fee is double!
