check in your auto parts store for fuel additive that can help you pass.  
This worked for my 74 VW the last time I had to take the CA Emissions test.  
I have heard about (but never tried) that some guys will run alcohol during 
the emissions test.  Alcohol burns real clean, although I can't believe it 
does you engine any good.
