Blasting/Painting Steel Wheels?

Greetings all,

I plan sandblasting and painting a set of steel wheels
(they happen to be Herald wheels) and wondered what I
should do to the inside of the rim where the tire
contacts it... do I paint that too or leave it clean
bare metal?
