Carb rebuilding

So, folks, is it hard or time consuming or both for the novice, to rebuild
carbs?  I read where after a re-build one guys TR 6 actually became a
dependable starting car.  I have solved the problem of intermittent
starting, but still after about the 3rd start on a local trip or the first
gas stop on a long trip I must wait at least an hour for the thing to get
sorted out enough to start.  If I could solve that I would feel like I had a
"normal" car.
    Also, I have noticed paint chipping off the top of the fender.  My car
is French Blue, I assume.  Kind of a light sky blue.  Are there any touch up
paints out there to fix this?
