Bob,
Used TR4 side draft tubes are probably pretty cheap as they don't really 
break and are pretty simple. (just saw one one eBay with no takers a couple 
weeks ago) I think I would opt to pop a hole in that 'side-plug' and yank it 
out and re-install a TR4 side tube. 
Air should go IN the filler cap (oiled guaze) and OUT the side draft tube 
(baffled but open pipe end). The 'under-draft' below the car helps pull the 
'bad' air from the side tube under and out the back of the car. When you get 
serious piston ring 'blow by' you get the benefit of rust proofing the 
underside of frame with fine oil mist.
