Is this something sudden or has it crept up?

Could be a circulation problem. Easiest look see is to remove the rad cap
(cold) make sure the rad is topped up, start car and rev it up while looking
into the throat of the filler spout. You should see lots of water movement.
Let it warm up fully and look again. Wear eye protection.
You could have a mineral build-up in the water passages or some other
blockage. When was the last time you reverse flushed the system? Try a
cooling system cleaner.
You mentioned something about the shroud. Is yours there or not? My Mk 3
certainly ran cooler with the shroud in place.
You can test the water pump by removing the top rad hose and attaching a
longer piece of hose leading to a 1 gallon pail. Tape off the upper rad
input and stick your garden hose into the rad filler spout (to provide
continuous water supply). Time how long it takes to fill the pail at idle,
2000 and 3000 rpm. Also with the engine stopped. If there are not
significant differences the pump's not doing much. If there's no difference
when the engines not running it's the garden hose that's providing the
circulation.

Did you add something to the front like a vanity or "political statement"
plate that would impede airflow. Removing the front plate from the TR6 had a
definite impact on air flow and engine temp.

Also measure the water temp with an immersion thermometer in the rad neck.
It may be the sending unit or gauge has gone south.
