Tipping valve in master cylinder

I had an experience the other day where I was moving slowly down a steep
incline and the brake pedal suddenly went almost to the floor. Braking
otherwise has worked fine and continues to do so (other than an intermittent
squeal). Fluid level is OK. Looking at the brake system diagram I noticed a
"tipping valve" in the master cylinder. It sounds like it might be related.
Can anybody explain its function?
