Phil, most flashers are sensitive to the amount of current drawn through
them.  For some reason, your left side turn signal bulbs are drawing less
current.  Most likely explanation is a burnt out bulb, but could also be a
bad connection, bad ground, etc.  I think Jonmac even reported finding
corroded wiring!  I would start by replacing all the left hand bulbs (even
if they still light), and while you have each bulb out, make sure the socket
and it's contacts are clean and bright.  I like to smear a little silicone
grease (vaseline will do) on the bulb base and contacts.  If that doesn't
solve it, it's time for some detective work with the ohmmeter.
