My personal feelings on the subject are that one should get a pump that puts 
out too much pressure and regulate it down with an in-line regulator. 
That way, you know that you are getting a sufficient and "constant" flow of 
fuel.  And as a bonus, you can tinker with it if you think it is putting
out too much or too little fuel pressure.
