Larry, the adapter is non-original, but is a common solution to speedometer
calibration problems after changing tire diameters and/or drive ratios.  I
would guess that some PO has changed the differential gears to a 'taller'
(numerically lower) ratio, and gone to a speedo shop to get the adapter.

If it's truly a 9mph offset at all speeds (meaning your speedo reads 0 when
you are doing 9 mph), you can just move the needle on the shaft as outlined
in Tony Rhode's article.

If however, the offset is a constant percentage, and the odometer is
affected by the same percentage, then another adapter is a good solution.
Call around to the speedo shops in your area, I'm sure one of them can make
you a new adapter.  Last one I talked to wanted about $45 for it.

Or, I believe a rebuild shop like MO-MA can build it to whatever ratio you
need.  You'll have to tell them what that is, of course.
