Rustproof before or after painting

I'm in the process of taking the panels off my TR3b, and will be sending the 
panels, apron, wings, trunk, and tub out separately for painting.   I want to 
do the rustproof on the inside of these items but want to know if I should do 
it before I send it out for painting or after.   Any tips would be helpful.
