That's kind of tough to do with the dash in place.  The fuse block is
mounted to a bracket that mounts to the fire wall.  Below is a stud that
has a nut on it on the engine side.  The top has two machine screws which I
doubt you can reach with the dash in place.  (I'm going from memory here as
it has been a couple of years since I did this.  

However, before you pull the dash out, I would check all the various
connectors behind the dash.  If a whole row of fuses are dead (and the
fuses are not blown) it is more likely that the problem is either the
ignition switch or a dodgy connection from the switch to the fuse block.  I
would have to check a wiring diagram before I can get any more specific.  I
haven't committed the whole thing to memory yet.
