1974 TR6 Bumper Over Riders

I am replacing the nasty black things hanging off my front bumper, only 
because they are "stock" and the holes are there.  Do I have to remove the 
bumper to do this?  This appears to be the case, making a job I already don't 
want to do that much worse.  Thanks Ralph Nader, you started it!
