But this points up one of the big problems with doing business over the
Internet. It is extremely difficult to even track down the perpetrators
with any precision; and anyone that is deliberately doing fraud will likely
have positioned themselves outside of any reasonable jurisdiction.
Hence the popularity of the "Nigerian scam". All they have to do is find
that one in a million user who is gullible enough to fall for it, and
they're off scot-free. Even if they do get caught, the Nigerian authorities
are more likely to applaud than to punish them. After taking their cut, of
course.
