Adam,
The leak you described sounds like brake fluid.  Check your lines and master
cylinder, particularly the flexible brake lines going to the front brakes.
Don't know what type of Triumph you have, but I've seen a vibration dampener
substance on the front of TR3 timing chain covers.  It looks to be sprayed
on and deteriates over time - most I've seen is oil saturated black.

I was working on my car this evening and found that something was leaking
under the front of the car... it looks clear and slippery?  Is there
anything that would leak in the front of the car that feels like a
lubricant?  It's not from the radiator and I don't think it's motor oil.

Also, why would there be fiberglass like coating on the timing chain cover?
While looking around I found it was loose and when I touched it came off in
my hand???
