How is this for irony; in about 1969 the City build a flood wall to keep
the flooding James River, which borders the "Bottom" on the south and at
normal winter level is just about "Bottom" high.
 
That flood wall prevented the rainfall water from running off into the
James, and it flooded the bottom so quickly that most people, but not
all, barely got out.
