Yes, it's definitely possible.  If the slave adjustment is too tight, it
will keep the pressure plate partially depressed, allowing the clutch to
slip.  If the master adjustement is too tight, the "foot" valve will not
open to relieve pressure in the clutch hydraulic system.  This may cause the
clutch to initially hold OK, but start to slip as the engine warms up
(warming and expanding the hydraulic fluid).

The other point is that these things are much easier to check than removing
the transmission to change the clutch.  It makes sense (at least to me) to
check the easy things first.
