Hi Sam,
An all-too-common problem!
Drill a hole through the fork and shaft from the opposite side, then use a
pin punch to drive the remains of the taper pin out. Tilt the fork/shaft as far
as possible to allow drilling as nearly opposite as possible, although it will
undoubtedly still be at somewhat of an angle. A small electric or air-powered
drill helps get in the tight spaces. But, even an angled hole will usually do
the trick. Just leave the hole in there, in case another pin snaps off inside
in the future.
Be sure when you get a new pin that it is the hardened/upgraded type and
check that it fits well. Also safety wire it to keep it in place. You might
also
want to add a backup bolt, 1/4" grade 8 with Nylock nut, in another hole
drilled through the fork and shaft off to side from the taper pin.

While attempting to put a new clutch in my tr4 this weekend, I twisted
off the taper pin in the throw out bearing fork. Are there any tricks to
removing the fragment inside the fork or does one drill and use an easy
out? It is very difficult to access because the fork won't rotate. Any
help would be greatly appreciated.
