While in class the other day, we were talking about the capability on 
many new cars to correct the speedometer for a change in tire sizes 
from standard. Via the OBDII connector, in many cars you can enter 
info that allows the speedometer to show the correct speed.

There are a lot of sites on the web that give you true speed from 1 
tires size to another.  In case you are interested, below are 2 links.
