Try ordering new shims.  I was warned by a professional restorer that  two 
years ago he ordered some and the bolt holes were in the wrong place.   So I 
ordered some.  Guess what?  Two years later the holes are still  in the wrong 
place.  I returned those and ordered another set from another  source and some 
of 
those had the holes in the wrong place.  I  return the some and they replaced 
them and some of the replacements  had the holes in the wrong place.  Now I 
have a selection of shims  that are sufficient to get the correct "0" end float 
on the worm!
I installed a new worm and the shims were very different from the  original 
that came out.
