If that was the problem, your "percussive maintenance" wouldn't stop the
overflow.

In addition to Bill's suggestion, I would replace the soft fuel lines.  You
may have one that is failing internally, and shedding bits of itself into
the fuel.  When a bit gets caught in the float valve, it blocks the valve
open.
