[TR] timing cover goop

I remember cleaning the goop off the last engine i re-built and simply 
re-finishing with paint.  Maybe it's my imagination but I think I can now hear 
the "steely" sound of the timing chain whirling if i listen closely and I love 
that!  So I'm glad I left it off.
