This problem sounds just like the one I recently had with my TR4A overdrive. Energize the solenoid electrically and a slight push with a finger actuated it. I concluded the "pull-in" portion of the solenoid had finally expired, and a new solenoid corrected the problem. And new solenoids aren't even expensive, either! Good luck.
