The 3 bolts below the tail light will most likely be rusted to the caged nut=
.  Remove all other bolts and there are slots in the fender for the 3 bolts t=
o stay in place.  Some persuasion will be needed to move the fender rearward=
, but it should slide out.  If you can get some WD40 in there it might help.=
