I have just what you're looking for!!

Lucas Rev. Limiter p/n 54424982 which is a rotor for the standard 4-cyl.
distributor incorporating a spring-loaded fly-weight which grounds out the
rotor at the specified RPM.  In this case it is marked 3500 which  would
translate to 7000 crankshaft RPM.  The calibrating item is two small
springs.  These would  be easy to stretch or replace with something slightly
weaker to lower the cut-out RPM.  I believe that these were produced for the
Twin-Cam ??
