that's a shield to keep dirt out of the rear seal area.  if you want to,
leave it out.  if originality is your goal then reattach it, but be carefull
any weight added on one side must be replaced by similar weight on opposite
side as it will be out of balance .  i'd reccomend after tack welding it to
have it rebalanced any way.   or, just get another one from a spridget.
when they came loose in the past, we just tossed the tin in the scrap bin.
it keeps dirt out of the delicate felt rear seal area of the gear box.  it
serves no "mechanical" purpose.
