Bernie,
     The solenoid for the A-type O/D actually has two coils inside
it.  The first is a heavy duty coil called the pull up coil; the
other is a lighter coil and is called the holding coil.  The first
one draws a lot of current, as it is designed to pull up the arm
and engage the O/D.  Once it reaches the top of its travel, it hits
a microswitch inside the solenoid and switches over to the holding
coil which just has to hold the arm in place and draws much less
current. In your case, either the O/D is misadjusted so that the
pull up coil never trips the microswitch and it is using the pull up
coil to hold the arm up.  This will overheat the solenoid, as the
pull up coil is only supposed to be for short term use.  Alternatively,
either the microswitch is broken or the hold up coil has burned out,
requiring the solenoid to use the pull up coil, with the same
results as above.  So, to finally give you something useful - if
the O/D is properly adjusted, you'll probably need to buy a new
solenoid.  But double check all your adjustments first.
