My recommendation would be to use a clay bar. Start by washing down the entire car with a car wash product, which does not have wax or shine properties in it. Then get a Mothers or Maguire's clay bar kit, follow the instructions to the tee. Once done, do a good wax and polish job and you should resolve the issue.
