Calipers are seized from corrosion or flexible rubber lines have collapsed internally.

Crack the flexible rubber line fitting. Isolate the problem.

Bill,
No the car hasn't been jacked up and no work has been done to the brake system. The pedal is all the way up and won,t go down because the brakes are fully on.

Have you jacked the car up recently? Could be a crushed line.
Have you adjusted the rod at the master cylinder recently? If it isn?t coming all the way back it can?t release the pressure. BTDT on my TR3.

Was there any work done to the brakes recently? There is an adjustment between the booster and the Master Cylinder on the booster side which if not correct allows the MC to keep pumping fluid into the system since the MC does not fully release and allow the fluid to flow back to the reservoir. Crack the fittings and allow all of the pressure to release (catch the fluid as it will eat away your paint). Does that release the calipers? If not the frozen calipers and or rubber lines are the issue as Dave has noted.
