My guess is a broken ground wire. (Isn't it always?)

Routine testing is needed.
1. Unplug the horn and try it.
2. Unplug the horn relay and try it.

I've been having problems with my horn not working,  today I noticed that when I push the horn button, my lights blink.  It only does it with the ignition on the off position. Any one has had this happen to his car?
