[Bmcu] Utah vintage car inspection rules

That was why I was wondering what the restrictions were, if it was mileage,
it would be fairly trivial to check, I think some insurances do that if you
claim you drive your car very rarely and get a discount for that.  But
sounds like they probably don't do that.  I think I will go the vintage
route.
