[Bmcu] Bought a Mini!

I did NOT need a safety inspection when I titled, registered, and got 
vintage plates my 73 Europa for the first time last year.  The title had 
been lost and it was last registered in Cali in 1993, so I had to jump 
through hoops, but no safety inspection.
