These can both be removed.

This should also be fine.

The fusible link goes in the wire between the alternator output and the 
battery

That will work, as long as you don't leave the car parked for long 
periods (weeks) without starting it. If you don't drive the car often, 
connect the volt meter to the ignition side of the ignition switch. That 
way it will only be powered up when the key is on.
