Here in the Pacific NW, moisture is ALWAYS a consideration and with POR that's
critical.

I've had relatively good luck using two layers of Saran Wrap (the cheap dollar
store stuff) between the can and it's lid, and then putting the whole quart
can in a Zip-Loc baggie that I squeeze the air out of.  The POR in the can
sometimes does form a "skin" but usually, you crack the skin and are able to
reach inside and use the rest of the material.  This is on half empty cans.
