I would start with a few macro, large scale tests.

What do the plugs look like?   If they're wet with fresh gas I would
check the ignition.

If they're dry, start looking at the fuel pump. Pull the outlet hose
off, attach another hose from the outlet side into a jug, and crank
the starter.  Should see fuel come out.

That divides the problem in half, right there.
