[Roadsters] Heat Sender & Fuel Level Sender/Dash Indicators

Ref:  1969 Datsun 2000 Roadster, Excellent condition except following.
Working to correct:
Know this deal?  Indicator won't move!  Fuel indicator needle floats to full
or empty!!

Friend Gary removed 43 yr old Guage Voltage Regulator which is located under
dash.  Cleaned, polished and checked.  Replaced with no change.  I order new
regulator from Rallye, replaced old unit with new unit.  No heat indicator
response nor fuel indicator response (fuel indicator continue to float)  What
is plan B?

The initials "IGN" appears on regulator where black wire with white stripes
connects.  Any suggestions or ideas?
