[Fot] dual circuit brakes on a tr4

Not a TR4, but I did a two circuit setup on my Spit using two single circuit
master cylinder tied together using the Tilton Balance bar. One side works
the front disks and the other side works the rear drums.

Works pretty well and wasn't terribly expensive to implement.
