IMO, yes.

FWIW Bob, I had almost exactly the same problem on my street TR3A (although
for a different reason).  The crank nose was worn undersize, but there's no
telling how long it had been loose, so you may be luckier in that department
than I was.  The replacement hub would work loose again, even properly
clamped.

So, I used Loctite RC609 "Circular parts mount" to mount the hub.  It's
advertised to fill gaps up to .010", and for use in "restoring fits".
Worked for me, for perhaps 50,000 miles of street driving (until the car got
wrecked).

They say to remove it, heat to 250C.  But the only time I've had it apart, I
just used an ordinary balancer puller to force it off.  Definitely took a
lot of force, but came off without damaging anything.  YMMV

Might be worth a try.

I'll let someone else comment on the utility of having the crank nose welded
up and ground down.
