I agree, especially the checking the liner height part.
This is very critical, especially with the steel gasket.
Also check for clearance on top of the water pump housing under the 
head. If it's hitting, the head won't clamp down good.
It shouldn't be necessary to add wire in order to get a good seal, 
something is wrong..

since the heads off............pressure test it, check the liner height 
and
fit a"new" shim gasket.

make sure the block to head surface is clean clean clean !
