It used to be somewhat like that in New York, where only passenger cars  
were allowed on certain limited-access "Parkways" such as the Taconic State  
Parkway. Years ago, enterprising owners of sedan deliveries would cut the 
sides  and put small windows in to qualify for regular passenger car 
registrations. In  recent years, though, New York has allowed those "passenger" 
registrations on  smaller pickups and vans if the owner so desires.
