Polycarbonate is so soft that the wipers will soon make seeing through it impossible.      That’s why it’s is unsuitable for a windscreen, and toughened or laminated glass is used.    There is no way to prevent road dust getting onto the screen, where the wipers will use it as an abrasive.  You might be able to use a water dispersant on the PolyC, and avoid the use of wipers, but constant application will be needed!

On the surround, consider fitting it to the screen to stretch it first.     Then fit the screen/surround to the frame, using the same cord technique, or just take the screen out and proceed as usual.
